Level of Effort in Oracle Primavera P6

Level of Effort is one activity type in P6 that behaves like a summary for a group of tasks where it's Start and Finish date depends on the activities below it (there are a total of 6 types - Finish Milestone, Level of Effort, Resource Dependent, Start Milestone, Task Dependent and WBS Summary). If you have been using P3 or SureTrak, this is similar to Hammock activity. In a typical schedule, we will use LOE to display the project support-type activity where the it begins from the project or phase start date and will ends on the finish date of the project or phase of work. Examples of such an activity may be project reporting, accounting, maintenance of site office, etc.
You can assign resources to LOE activity and it should be properly linked with the activities below it with Start to Start and Finish to Finish relationships. Depending on your project or clients requirement, you may choose whether to update the resources being assigned to LOE activities or let P6 does the automatically update (this will also depends on the Duration Type that you use).
